The child welfare training system is a partnership involving the Wisconsin Department of Children and Families (DCF), county child welfare programs, tribal child welfare programs, the Bureau of Milwaukee Child Welfare (BMCW) and Special Needs Adoption Program (SNAP) and the University of Wisconsin system. The child welfare training system, through the regional training partnerships, provides training for over 2,000 child welfare workers throughout the State of Wisconsin. This includes pre-service and foundation training for new workers and ongoing training for advanced practice skills and specialized topics.

Central administrative support to the child welfare training system is provided by the University of Wisconsin-Madison School of Human Ecology under contract to DCF.

Pre-Service

DCF 43 became effective February 1, 2008. This administrative rule on child protective services caseworker training directs new child welfare workers employed as a child protective services caseworker to complete pre-service training prior to being entered in the statewide automated child welfare information system as a primary caseworker. Until a caseworker has completed pre-service training the caseworker may only provide child protective services when accompanied by a CPS supervisor (who has completed pre-service) or a CPS caseworker who has completed pre-service training. This pre-service content can be accessed by clicking the link above.

Mandated Reporter Training

The Suspected Child Abuse and Neglect Mandated Reporter Training Program (SCAN-MRT) was developed by the Child Protection Center at Children’s Hospital of Wisconsin. This state outreach program was funded by the Argosy Foundation, with additional support provided by: US Cellular, the Wisconsin Department of Justice Children’s Justice Act and the Wisconsin Department of Children and Families.

This link provides agencies with an updated curriculum and materials for use in training mandated reporters of child abuse and neglect.
