The child welfare professional development system is a partnership involving the Wisconsin Department of Children and Families (DCF), county child welfare programs, tribal child welfare programs, the Bureau of Milwaukee Child Welfare (BMCW) and Special Needs Adoption Program (SNAP) and the University of Wisconsin system. The child welfare training system, through the regional training partnerships, provides training for over 2,000 child welfare workers throughout the State of Wisconsin. This includes pre-service and foundation training for new workers and ongoing training for advanced practice skills and specialized topics.
Central administrative support to the child welfare training system is provided by the University of Wisconsin-Madison School of Social Work under contract to DCF.
This online course provides the training required for new child welfare workers employed as a child protective services caseworker.
Made in conjunction with DCF 43, the administrative rule on child welfare training, Foundation training provides consistency and equity in the application of best practice in all 72 Wisconsin counties. Foundation training is standardized across the state and has been updated to focus more on skill development for child welfare workers.
Special Skills training is made available through the regional training partnerships to provide knowledge and skill development in specific areas of child welfare.
Foster Parent training is made available through the regional training partnerships and through county child welfare agencies to provide knowledge and skill development for foster care providers and coordinators.
Web-based training modules for those in their first year of providing supervision to complete as part of their Initial Supervisor Training.
Organizational Effectiveness (OE) is a systemic and systematic approach to organizational excellence. In 2011, the Department of Children and Families in conjunction with the Wisconsin Child Welfare Professional Development System (WCWPDS) adopted the American Public Human Services Association's DAPIMTM model for continuous improvement.
